Quality: a daily challenge. Proposal for improvement continuous process in higher education institutions

Quality is inherent to education. The higher education institutions have the quality as a social responsibility, and because of the dynamics of education, it is required a process where the quality is lived as an institutional culture, in which all the actors of the educative process participate.
If quality is an institutional culture, the daily work is a permanent improvement process. The real work is to overcome the change resistance and the confidence will be reached when all the efforts are focused in doing what is convenient for the organization as a whole.
This paper shows a methodology for a collective construction, in a higher education institution, to identify what to change in the organization, what to change it into, and how to implement the change, questions that are present in an improvement process. It also shows a method for focusing the efforts for overcoming the change resistance.
